GEAR Project - Case study of Urban Renewal 

      GEAR – Glasgow Eastern Areas Renewal scheme

 19th – early 20th century Glasgow

economy based upon coal,  steel, shipbuilding,  engineering, cotton
Glasgow’s population over 1 million
large scale rural to urban migration as people looked for work
workers housed on TENEMENTS
area of overcrowding, social deprivation e.g. the Gorbals
by 1950’s heavy industry begins to decline leading to unemployment, poverty, very poor standards of healthcare and  education
other problems included – derelict land, pollution, overcrowding and damp homes lacking baths, hot water, inside toilets

1960’s – 20year programme of urban redevelopment started. It resulted in :-

comprehensive redevelopment scheme including the GEAR project (1970’s)
£500 million spent
70,000 houses demolished
50,000 house built either as

a.       council estates on the outskirts of Glasgow 

b.      tower blocks

   ( PROBLEMS – destroyed community spirit, people felt isolated, depression,   poor design, vandalism, pockets of high unemployment

city population declined as people moved out
industrial estates set up
motorways built – going through the centre of Glasgow
landscaping of derelict land
some renovation schemes, where tenements were modernised ( sandblasted, new windows, central heating, bathrooms etc)

 1990’s

continuous investment as traditional industries decline
EC grants
Glasgow Garden Festival
renovation of some of the early tower blocks

Glasgow is now recognised as a leader in showing economic and physical renewal can be achieved. The following are examples of its achievements:

Transport - Glasgow's airport capacity has been increased and a fully integrated transport network has been developed.

Environmental Improvements - cleaning buildings, landscaping and developing parks and play areas.

Housing - 10,000 new homes built between 1990-1994 and extensive improvements have been made including the replacement of unsuccessful tower blocks and the gentrification of tenement blocks.

Glasgow has also managed to promote and retain the success of its city centre by developing shopping facilities in the CBD and avoiding out-of-town shopping centres. By investing in people through training and skills, Glasgow has also managed to help reduce unemployment.
